I am sorry to interrupt the noble Baroness. I take a slightly different view than has been taken so far. It is clear that the threshold will be a fairly high one in terms of vulnerability and that it has to be proven in respect of an individual. As my noble friend Lady Hanham said, a number of people do not like to be listed in the telephone directory. It is not just a matter of personal choice but of the positions that they hold. I have had discussions with a graduate who used to be involved in trading standards who referred to people holding certain jobs who are concerned about their whereabouts being known. Perhaps we should not have too high a threshold. There might be a case for considering a certain class of persons who might have the right to anonymity in this regard by virtue of demonstrating that they belong to that class.
