I am grateful to the noble Baroness. This is not about being ex-directory; it is about protecting very vulnerable people who for particular reasons would be in danger if the details of their whereabouts were revealed. As I indicated, the measure would be applied largely on the basis of evidence which we shall specify and which will come before your Lordships’ House through an affirmative resolution. The measure will largely concern those who have an injunction or an order or very specific individuals. Perhaps it would involve—this is not determined yet—someone in a position of real authority and knowledge saying, for example, ““This person is in my refuge for the following reasons””. We would apply the measure only in those specified circumstances.
