I am sorry to intervene, but I have suddenly thought of a question. The Minister has answered the points to some extent, saying that you would have to have some verification that anonymous registration was required. However, there are an awful lot of people who do not like to be in the telephone directory, and would therefore like to be ex-directory in the register. They may have marginally good reasons, and they might be able to persuade somebody to support those reasons. Is it going to be clear who is going to be able to verify? Currently, there are many things you have to get a magistrate or police officer to sign. It needs to be somebody who is able to sign, and indicate and demonstrate that they are able to say that they know the situation. Otherwise, I can see lots of spurious applications for this.
