I shall explain, for the benefit of those who are clarifying, that the paragraphs are different. Paragraph (a) certainly is, because it inserts the ““voting in person”” element, specifically designed to get away from the problem that the Minister brought up about our going back to the old service voting system. The old service voting system was about proxy and postal votes; that is what the 1983 legislation says. I put in ““voting in person”” to ensure that we were not going back to the old system. The proposed system is very different; that was the intent of my amendment at paragraph (a). I agree that paragraph (b) is a minor change. It just deals with the introduction of civil partnerships. Paragraph (c) is new.
