The joy of Committee is that you always get your flow interrupted. If nothing else, it gives you time to think.
On the noble Lord’s amendment, paragraphs (a) and (b) are, as I understand it, still part of the current position. There is no need for them to be put in. The noble Lord shakes his head, so I will clarify that, but the legal advice that I had as late as today was that those points were there. If the noble Lord stays in his place, I will, with luck, have clarification by the time I finish.
