Sometimes when words come out of my mouth I instantly know that somebody will leap up and ask me to clarify them further. The kind of appropriate consultation that the noble Lord, Lord Rennard, described is exactly right. It would be appropriate to discuss such issues with the political parties and the Electoral Commission. It might also be appropriate to discuss them with electoral registration officers. I shall ask the Minister who has policy responsibility for this matter, as opposed to myself, to write to the noble Lord and clarify the matter. However, I think that the noble Lord was correct in what he said.
