What does the Minister mean by appropriate consultation on a matter such as this? It would be helpful to have that on the record. If, for example, the Secretary of State were to have such powers, I assume that at the very minimum there would be consultation with the political parties and the Electoral Commission before any of those changes were made. It would assist the Committee if the noble Baroness said what she considered constituted appropriate consultation.
