I shall withdraw the amendment, but before I do so I point out that a problem may arise if people get on the roll through rolling registration. Because the annual canvass is not working, there is a risk that at the next annual canvass—or the one after that if it is carried over for a year—they can come off the roll. They have to re-register via the rolling registration scheme, unless they are contacted directly at the annual canvass. Whether or not they respond to the annual canvass, they will be cut off at a certain time depending on the system used by the local registration officer.
I accept that this provision is probably not for the face of the legislation, but a lot of registration officers are simply not able to cope at the moment. The success of this Bill and the assumptions of what will happen after it has been passed will depend on whether this kind of issue can be tackled. It is in this kind of area that a very large number of the 3.5 million people who are not registered actually live. I beg leave to withdraw the amendment.
