The ambition behind the Bill is that we clarify and set out objectives. We have added further steps that we want people to take and we have been quite clear about what those should be. We have done that in consultation with electoral registration officers, because that is very important. Whether things will improve in areas that the noble Lord is worried about comes down to the practical steps that will flow from the legislation. One of the things that I and my ministerial colleagues in the department have been careful to do is to maintain a good dialogue with all those, such as local authority chief executives, electoral registration officers and so on, who have an interest in this so that we build up their confidence in what we are doing and vice versa and ensure that we have a plan in place. That is a long way of saying, ““Yes””.
