I agree with the noble Baroness that this is an important issue. I know that we will be talking further about this as we go through other amendments, but I will try to address her particular concern. First, I will deal with the amendment. I disagree with my noble friend—and I hate to do that. We think that the amendment of the noble Lord, Lord Norton of Louth, is a sensible way of clarifying the provision. I was planning to accept it on the basis that we think it gives a better wording than the wording we have. I know that that will please the noble Lord.
