At the risk of delaying this part of the debate, I wonder whether I might ask the noble Lord, Lord Greaves, why his Amendment No. 45A is permissive, rather than directive. If a registration officer believes there to be a person in a property who is entitled to be on the register, he should be under a duty to send a form to that person. Under Amendment No. 45A, the registration officer ““may”” do that, if he thinks that it is a good idea, or he may not, if he thinks that that is a good idea. I just wonder whether the ““may”” should be a ““must””.
