Exactly, my Lords. I gather that people in the ODPM now realise that they have made a mistake, and wonder how they will deal with it. It seems as though they need primary legislation to deal with it, which is quite serious, but there may be other ways round it. I hope that we can get some sort of statement before 1 April—perhaps it is 3 April—when the measures come into operation. It is a prime example of where rural-proofing could have avoided the whole problem in the first place.
