My Lords, given all the real improvements which the Minister has referred to, does he accept that the parliamentary scrutiny of treaties beyond the European Union legislation should be no less intrusive and well informed than the scrutiny of European Union legislation? Is there any reason in principle why Parliament should not have as good scrutiny powers beyond the European Union for important general treaties, as they do within the European Union?
