My Lords, I believe that there are systems and measures built into our present arrangements and the way in which the debate is conducted should allow for trust and certainty. If I may, I shall develop that argument. Previously, I have explained that the Government are concerned about the unhelpful and continuing argument. Frankly, it would not matter at what intervals revaluation was debated, as there would still be a running uncertainty about it and, inevitably, that would also arise in relation to an annual published assessment. I believe that we would have to live with an unceasing revaluation neurosis: will the revaluation be this year or next year?
