I am grateful to the Minister for her explanation on both amendments. I should have said when speaking to Amendment No. 339 that we were not trying to get rid of the power but we were trying to have some formal discussion on it. Since we had no inspirational ideas about what to put in its place, that wording seemed the easiest way to achieve the object. I am grateful to the Minister, and I am interested in the example that she gave on Amendment No. 338. I beg leave to withdraw the amendment.
