I have listened over many years to the noble Lord, Lord Judd, talking about human rights. I very rarely utter the phrase; whereas he has done so on many thousands of occasions. Nevertheless, if the noble Lord was suddenly told that he was unable to access his property, he might feel perhaps that in some way his human rights might have been affected. While I listened with great care to what the noble Lord said, the right of someone to be able to get to their property and use a vehicle to so do is fundamental and it should not be extinguished. I am sure that noble Lord—who is smiling very broadly—accepts that.
