The noble Lord said: This amendment was tabled by my noble friend Lord Dixon-Smith, who has spent a large part of his career in local government. His is an expertise that I have not acquired, but his brief, I have. The intention of my noble friend Lord Dixon-Smith is to ensure that the GLA does not have a blanket legislative power over the local authorities and that the ODA is spared responsibility for funding all the necessary improvements in an area; for example, road surfacing in Weymouth. This is a very simple, but very logical, amendment. It would give the ODA access to local expertise, knowledge, staffing and funding provided by the local authorities. The local authorities need to be kept onside and informed as to what will be happening within their specific boundaries. They should therefore be consulted where their interests will be affected. I beg to move.
