My Lords, I thank the Minister for his reply. Obviously, I acknowledged where we are glad to see the changes that have taken place. If I did give the wrong date with regard to the bulk payments, it was a slip of the tongue, because I know very well—I apologise to the noble Lord if I did—that the bulk payments would start in February and be completed by the end of March. I can only apologise. That is certainly what I meant to say. I think I have said it now. No? My understanding from the noble Lord’s announcement was that the bulk payments would begin in February and be completed by the end of March.
