I am grateful for that. I misunderstood the purpose of the question; I thought I was being asked to define ““spatial”” as opposed to ““regional””. However, I will consider the point raised by the noble Baroness, Lady Miller, about the planning system and whether sustainable development ought to be taken into account to a greater extent in development control. It is not a point that had occurred to me before. I hope that I have covered the points raised by the noble Baroness, Lady Byford, and I hope that she is reassured that the wording favoured by the Government will help to protect the environment in the way she sought in her amendment.
