I am grateful to my right hon. Friend for giving way on that point. This is, without doubt, an excellent report, particularly the section entitled ““Neighbours from hell””, which begins at paragraph 54. Sadly, the Prime Minister's respect agenda seems to have painted social housing tenants as either victims or villains, which probably stigmatises millions of people and panders to negative stereotypes. Speaking as someone who spent half their life on council estate, I feel particularly passionate about that.
Does my right hon. Friend agree that affordable housing tenants and antisocial behaviour do not necessarily go hand in hand in the way that the respect agenda and some parts of the popular press sometimes imply?
