The hon. Gentleman is arguing two separate points and answers some of the questions that the hon. Member for Leicester, East (Keith Vaz) asked. There is a big difference between amendments No. 16 and No. 18, in that the first is general and speaks of"““no fewer than one half””,"
which is acceptable, while the second gives specific quotas and therefore is not. Otherwise, the hon. Gentleman’s point is absolutely correct.
