We are talking about the United Nations convention on the protection of migrant workers. However, as the noble Lord rightly points out, there is also the 1977 Council of Europe convention on migrant workers which the United Kingdom has not signed either. The Select Committee recommended that the Government should accede to the Council of Europe convention, as the noble Lord suggests, but that is not to say that we should not do both.
