Perhaps I may pick up that point because it might save a little time. The code is applicable at the point of imposition, of objection and of appeal, so it would be relevant. I am nervous of handing around documents in the middle of a debate, but in this case the noble Lord, Lord Avebury, has been extremely helpful in pointing this out. It is an important element which I shall deal with in my response.
