I am most grateful for the support in depth from noble Lords on the Liberal Democrat side and from the noble Lord, Lord Hylton. I am also grateful to the Minister for her reply, particularly her acceptance of the yellow card principle. I am reassured now that I was wildly wrong on the question of the number of enforcement officers. I shall look again at the draft code of practice and I understand that we shall be given further editions of the draft document. I shall read carefully the Minister’s response, but in the mean time, I beg leave to withdraw the amendment.
