If I am successful in coming up with a solution under Clause 1—if I consider that that is an appropriate thing to do—I will notify Members of the Committee very quickly. There will be plenty of opportunity therefore to return to this. The noble Lord quite rightly hinted that he does not want to wait until the Bill has gone through for me to say what is happening because that would be too late. That would be improper and I would not do it. I am very clear that the consideration around Clause 1 is taking place now. I will come back to the Committee at the earliest opportunity—certainly, in plenty of time for Members to return to this question on in the House and deal with it appropriately. The noble Lord is right to say that if we were in that position before then, he could demand that I indicate precisely how we would make sure the passports were not endorsed and what the procedure and process would be, so that those people who would be affected would be absolutely clear. If that is the case, I undertake to do that.
