My Lords, once again I am grateful to the Minister for his explanation, but the points that I made are still valid. If Members of your Lordships’ House care to study Clause 8, they will appreciate fully what I said about its vagueness. I am sure that I am not the only Member of this House who regrets this kind of legislative procedure, whereby we give a vast range of powers to the National Assembly for Wales to use or not use as it sees fit. I beg leave to withdraw the amendment.
