I am grateful to the Minister for what she said about the Delegated Powers and Regulatory Reform Committee and the Government’s intention to provide amendments to meet its requirements.
So far as concerns the main point of this group of amendments—the question of waiver—I am very grateful to the noble Lord, Lord Hunt, for his support for this proposal. The noble Baroness has gone some way towards satisfying me that there may be a limited need for a waiver but it certainly looks to me as if, to begin with, any power to issue a waiver should be time limited. I would like to see something of that kind in the Bill and some explanation. It is absolutely essential to ensure that the waiver is used only in limited circumstances and does not become a substitute for authorisation. Having said that, I beg leave to withdraw the amendment.
