Whether the Minister reads the report backwards or forwards, she will come to the conclusion that the criticism is there and is substantial. Although I recognise that she has now given us a clear commitment to introduce amendments on Report, it would be very helpful indeed, as we go through January, if she would please allow us to have sight of them—if they are available to her—in good time before Report stage and, if possible, during the Committee stage of the Bill.
