I think the noble Lord, Lord Greenway, has had a very clear indication that an invitation to sail is being sought by the noble Baroness. I accept the Minister’s apology. I say to her once again, in the words of the Arculus report:"““We need to move away from the situation where an apology is seen as an admittance of liability””."
There is no doubt that under the existing law there are a number of cases where it is immediately alleged that the individual apologised and is therefore liable.
