The hon. Gentleman is a distinguished lawyer, but surely if his interpretation were correct, the subsection would read ““modifying any provision of any enactment passed after the commencement day””, without the restriction to"““this Act and any enactment passed . . . after the commencement day””."
Surely it is retrospective in that regard.
