My Lords, I am grateful to the Minister for that full reply to a complex question. I shall read what he said carefully. He said that the two departments consulted with each other. However, where will the balance be drawn? If no alternative land is offered, which will take priority? Who will decide that, or will the matter be returned to the Secretary of State for consultation? I am not sure where the one overlaps with the other.
