The noble Lord said: The amendment is in response to concerns raised in the pre-Second Reading meeting arranged by the noble Lord, Lord Roberts of Conwy, to discuss the Bill. The amendment inserts the words ““and monitor”” into subsection 1 of Clause 3, thus allowing the commissioner to review and monitor the discharge and functions of the Assembly or of a person mentioned in Schedule 2. This small amendment will help to clarify the confusion that was present in the pre-Second Reading meeting and ensure the ability to check up on ongoing programmes and services, rather than simply to review them, which suggests looking at the programme only after it has come to a certain point in its development.
