I am sorry to intervene. I did not appreciate that my amendment on research has been grouped with this amendment. Neither did I understand that I had used the words ““effectiveness”” and ““effective implementation””. Those are not my words—they were the words of the noble Lord, Lord Roberts of Conwy—but I go along with them. The word I used was ““practice””, and I relied on a precedent. Can my noble friend tell the Committee whether the Northern Ireland commissioner has had any difficulties with the wording of this clause? I thought that because there was a precedent the department would like to have another look at it.
As to research, I would like to discuss it as a separate issue. In the same way, I want to discuss Amendment No. 80 as a separate issue. I merely make those few points.
