Amendment No. 21, which stands in my name, can conveniently be taken in this group. I believe that this amendment seeks to achieve the same end as Amendment No. 20, which stands in the name of the noble Lord, Lord Roberts of Conwy. I echo the words of the noble Lord, Lord Roberts. I add that Amendment No. 21 has a precedent that is to be found in Section 68 of the Northern Ireland Act 1998 which created the new office of the Northern Ireland Human Rights Commission. I would be quite content to follow that precedent.
