I shall raise one point, which may be convenient for the Minister. It relates to Amendment No. 113, which he described as defining enactment. Indeed, it does; it states that,"““‘enactment’ includes an enactment contained in an Act passed in the Session in which this Act is passed or in a later Session””."
Does the Minister envisage future legislation, particularly within this Session, having any direct effect on the commissioner and his powers within the Bill? If so, what is it likely to be and what will its effect be?
