I am very interested to hear what the Minister has to say. He is leaving an awful lot up to regulations in future. Given that he has already developed in his mind the pattern that things are likely to take, it might be more interesting to see how long the Government believe they would require for a roll-out period; perhaps a time limit should be proposed after the end of the roll-out period, during which the general registration should take place. In the mean time, we had better read what the Minister said. I beg leave to withdraw the amendment.
