I am grateful for the Minister’s explanation. It is a probing amendment, as he knows. I am glad that it is possible for strong advice to be given. However, Defra tends to insist that farmers or landowners complete forms by date X without giving any leeway and, when the roles are reversed, there is never any timescale provided. I beg leave to withdraw the amendment.
