The noble Lord said: In our discussion on the previous group of amendments we looked at the definition and concept of various terms such as ““locality””, ““neighbourhood”” and neighbourhoods within localities. In his response the Minister said that he thought the definitions were clear. I am not sure that they are. I do not know whether his noble friend Lord Williams is now satisfied with the definitions; perhaps he will let us know. But these definitions are certainly still causing difficulties so far as concerns registration. For that reason I want to move Amendment No. 48 and to speak to Amendment No. 53. They are identical amendments to adjoining parts of the Bill
