We certainly opened the batting well with the success of my noble friend Lord Vinson, and I think that the noble Lord, Lord Greaves, is reasonably satisfied with his two amendments. However, I suggest that over ours there is total confusion. The Minister has kindly tried to answer some of our questions, and his noble friend Lord Williams went on to emphasise some of the points that I raised. We still have no definition of the word ““significant””, although we now have an answer on the term ““inhabitants””. The word ““locality”” depends on whether we are considering an urban or a rural locality, whether it is a neighbourhood or something else.
