I understand that the word ““significant”” does not have to mean a majority, but could a significant group of people be defined as a seven-a-side football team who regularly go out but maybe not as the village or parish team? Would a small group of keen kite flyers who had been doing that for 20 years be defined as significant? How many people have to be involved in a sport or leisure activity to be defined as significant?
