I had not intended to intervene regarding town and village greens, but, having looked again at the drafting of the Bill, I feel that clarification is needed on a great number of points. First, can my noble friend say what a ““significant number”” is? Secondly, who are the ““inhabitants””? Are they people who have second homes, first homes or barns? What is a ““locality””? What is a ““neighbourhood within a locality””? What is meant by people having ““indulged””—an odd expression—““as of right in lawful sports and pastimes””? By what right? In what Act are ““lawful sports and pastimes”” defined? Those are serious questions that my noble friend must answer.
