I am not altogether clear; is the noble Baroness saying that she thinks the Healthcare Commission can combine its current functions on complaints with running the redress scheme, or is she saying that she accepts it cannot combine them and she wishes to take the complaints procedure, which would require the primary legislation role, away from it? I am not sure which of those two propositions she is arguing.
