I thank the Minister very much for his reply. The only point that I pick up is the question of the director charged with driving the process forward. Yes, non-executive directors are perfectly capable of leading the process of change; I have seen that happen in the commercial world. But I have also found that non-executives are not capable of managing the process day-to-day. Their available time is simply not sufficiently to do that. There is a fine line between setting a direction and interfering in management. So, on balance, I would be inclined to say that a process as important as this should be the task of an executive director to look after and manage.
However, this has been an instructive exchange.
