I thank the Minister for that encouraging reply. It illuminates the position helpfully because until now we have been considering PALS and ICAS almost as the only options. But I am glad to hear that this is not necessarily a one-size-fits-all clause. If I have understood the noble Baroness correctly, there could be a more varied menu of assistance open to the complainant. That is right; this need not necessarily be confined to the existing organisations. We could think in broader terms. Perhaps we will return to this issue at a later stage.
