NHS Redress Bill [HL]

Proceeding contribution from Lord Colwyn (Conservative) in the House of Lords on Wednesday, 23 November 2005. It occurred during Debate on bills and Committee proceeding on NHS Redress Bill [HL].
Can the Minister clarify Clause 8(2)? The way I read the clause, it would seem that the legal advice does not necessarily have to be given by a solicitor. Would it not be easier to have an expert mediator or someone who is used to dealing with these cases, who could come in and deal with the whole matter? It would also be cheaper.
