I rise to support the noble Earl, Lord Howe, and to have a little beef about Clause 7. I know perfectly well, because I have had it explained to me, the sort of things it is trying to say. But I have to say, as a new kid on the Lib Dem block in this House, I have read it and read it, and found it extraordinarily difficult. I am a medic; I consulted my physics textbooks and my old biochemistry notes and Gray’s Anatomy did not help one iota. It is extraordinarily difficult to understand what Clause 7 is saying and whether it is saying what we want it to say. On Monday, the Minister gave some explanation of the suspension of the time limit while the scheme was proceeding, but we ought to have a little more. This is a plea, from a lay person, to make the language of the Bill a little clearer.
