I am grateful to the Minister for his response. However, I want to press him a little on Clause 8(1) (b), which states that the Secretary of State may make provision as he sees fit. We are concerned that patients have the right to receive such advice.
I have to add that I do not necessarily think that getting advice from PALS or ICAS is necessarily quite what we have in mind. A degree of greater specialisation is required when you are talking about a liability in tort, as opposed to a general complaint. It seems to me that we could do a little more probing on this precise issue.
