Will the Minister reply to the question that I asked at the beginning about compensation taking the form of entry into a contract to provide care and treatment? The point that I sought to make was that care and treatment would be something that an NHS patient would be entitled to anyway. I do not quite understand why the clause needed to mention that. If the Minister is not in a position to answer me now, I am happy for him to write to me.
I am grateful to the Minister for what he had to say about the upper limit. I understand the considerations that lie behind the Government’s decision to set the limit at £20,000. However, it will produce unintended consequences, which will be detrimental to the scheme. Of course, if the scheme proceeds I hope that I am wrong, but I cannot see that my arguments are weak. Nevertheless, I am sure that we will return to these issues and I shall study very carefully what the Minister said.
