I thank the Minister for his reply. I am still worried by ““except in specified circumstances””. If the reasons for not giving an explanation are very exceptional, could the Bill not say ““except in exceptional circumstances”” as opposed to ““specified””? This perhaps gets a bit technical, but I am worried that ““specified circumstances”” as defined here could be quite broad when we come to the regulations. I am not wholly satisfied, and I wonder whether the Minister can give a little more thought to how one could narrow those exceptional circumstances even further.
