The sheer poetry of the scheme will be fully revealed in the guidance which will be made under Clause 10(2)(h). Clause 10(2)(h) requires a member of the scheme—I refer to the trust concerned—to identify a person to take responsibility for carrying out the specified functions and to advise that member of the trust on lessons to be learnt from cases involving that member which are dealt with under the scheme. That is a convoluted way of saying that someone will be ““fingered”” to look into the incident. It would be difficult to look into the incident without discussing the perpetrator, if I may put it that way. We shall consult on the guidance.
